What accessibility overlay vendors provide can be (and should be) provided by browser vendors

I read updated content on the blog article titled "'Accessibility at the Edge' W3C CG Is an Overlay Smoke Screen", and watched recorded video of Accessibility at the Edge TPAC Breakout Session.
I also read meeting minutes of the session, and I totally agree with Wilco:
What worries me is putting the decision in the hands of the website owners rather than the people who actually need these technologies.
As I left my comment on YouTube video, I believe what accessibility overlay vendors provide can be (and should be) provided by browser vendors, so that every web sites can be customized more easily by all users.
